If you're hiding from Colin and his goons like I am, the air shafts will be your best bet for moving around. They're cramped and dark and slow to move through, but they do have one major advantage: they're out of Colin's sight. No cameras. No guards.
The first thing you need to do is familiarize yourself with the layout of the ventilation system.
The next order of business should be to secure shelter and food. In my time, the edges of the colony are largely unpopulated. The upper floors, emergency housing, may seem like a good place to live when you're on the run, since most people don't know they're there, but Colin knows. If he hasn't already converted these floors to prisons, he'll at least be watching for fugitives to go there. Find some place that's abandoned, where no one goes including cleaning personnel and automatons.
If you can't find any places like that, there are large chambers connected to the ventilation system. I would recommend those as last resort because they are the inter-floor air flow conduits. Air constantly moves through them, pushed by giant fans at one end or the other. Aside from the noise, any loose objects are likely to be swept away. Because these chambers connect multiple levels of the complex they afford easy travel. If you can avoid the fan blades.
These are a critical system; the fans' rotation is remotely monitored and if one slows or stops for too long, or too frequently, someone will investigate. Your best bet is to learn the cycles and rotation timing. Periodically the fans will slow as airflow demands decrease. If you learn these patterns, and can move without disrupting them, these shafts prove to be the fastest route between levels.
Be wary of the maintenance doors and tunnels that connect to the vent shafts. Though unmonitored, maintenance staff can be unpredictable and armed with a variety of tools. If you can befriend them, they will be an invaluable asset, but most are loyal to Colin, or at least to the paycheck he gives them, and are apt to report suspicious behavior and circumstances rather than investigate themselves, or speak with intruders.
Once you have shelter, you can begin wreaking havoc as you see fit. I would caution against open revolt until an army can be raised.
